A feasibility study for the creation of a model palliative care center in Greece — addressing a critical gap in end-of-life care through evidence-based design, organizational planning, and sustainable financing.
The Challenge
In Greece, only an estimated 2% of the approximately 135,000 people requiring palliative care each year actually receive it. Services are fragmented, geographically unequal, and largely dependent on isolated non-profit initiatives. Despite recent legislative progress and a WHO-supported National Action Plan, a comprehensive, institutionally anchored model for palliative care remains absent.
Our Approach
We developed a full feasibility study for the establishment of a Center of Excellence for Palliative Care, designed as a replicable national model. Our work combined systematic literature review, analysis of international best practices, and consultations with clinical, academic, and institutional experts. The study covers the operational and organizational model, infrastructure and staffing requirements, cost estimation, financing scenarios, and pathways for integration into the national health system.
