A comprehensive mid-term evaluation of the TOMY primary healthcare teams — assessing implementation progress, effectiveness, and alignment with national and international primary care priorities.
The Challenge
The Local Primary Healthcare Teams (TOMYs) represent a significant structural reform in Greece's public health system, aiming to expand access to community-based primary care. As a co-funded ESPA initiative, the programme required a rigorous evaluation to assess its implementation quality, measure outcomes against defined indicators, and identify risks and opportunities for the future development of primary care in Greece.
Our Approach
We conducted a two-part evaluation covering both an intermediate assessment of the TOMYs' design and implementation progress, and a broader policy assessment of the programme's contribution to national and international primary care priorities. Our methodology combined quantitative analysis of performance indicators, qualitative stakeholder consultations, review of the legislative and institutional framework, and benchmarking against WHO primary care principles and EU Semester recommendations.
